Increasing transparency in extractive industries

The project aims to build local capacity to use open data for transparency in extractive industries reports, and will create community-based multi-stakeholder groups for info-mediation and inclusive monitoring, reporting, and decision-making.

Which sub-theme question will you be answering and how? Refer to manual for the sub-theme questions :

The project shall focus on Extractive Industries in the sub-national by increasing transparency and accountability through disclosing the amounts remitted to the government by the industries and the benefits receive in return. Multi-stakeholder group (MSG) shall be formed composed of local government units, civil society, and other sectors, and will under training and capacity-building in identifying context-based infomediating platform for improved planning, monitoring and reporting of projects

Describe the problem that your idea/project wants to address. :

In the 2014 industry report, the amount remitted by companies versus what is received by subnational governments has a 4.7% discrepancy. One cause is the lack of disaggregated data on the total reported business taxes of LGUs with no breakdown per entity, which results to lack of capacity to monitoring tracking payments and release. Lack of transparency hinders capacity of civil society and people’s organizations to participate in planning and monitoring of development projects in communities.

How does your idea/project engage local, regional or national governments as a means of increasing citizen engagement and/or government responsiveness? :

Establishing multi-stakeholder groups in different sub-national communities shall be able to yield context-based information on extractive industries. Consolidating the information from different communities will give the local governments a greater picture of the local problem at hand. Increasing citizen participation shall also increase the clamor for the national and local government, and private companies in practicing the principle of transparency and accountability.

How does your idea/concept engage with gender equality and/or the rights of disadvantaged groups? :

The multi-stakeholder group shall be composed of representatives from local civil society organizations and representatives from indigenous communities affected by the operation of the extractive industries. This will be the venue where they can raise their concern and propose programs and projects that shall cater to their needs. The project will ensure proper representation of women and men, and different organized sectors in the capacity-building inputs.
