Road construction is an attractive and money minting sector taken care by both MPAs/MNAs and district administration. The idea will implement community monitoring of completed and ongoing road construction in a Rs:150B KPRRP project while employing mobile and online portal technology. Community monitors duly trained on technical monitoring, RTI and social audit will monitor the selected constructed and ongoing roads in one of the districts of Southern Punjab.

Describe the problem that your idea/project wants to address. :

KPRRP is a three year Rs: 150B road project of Punjab government with Rs: 52B allocation for FY2015-16. In Punjab, procurement of contractors is regulated by PPRA rules and monitoring is done through bureaucrats and elected officials with least citizen engagement. Completed and ongoing schemes are riddled by lack of transparency and corruption. Capacitated community on road monitoring, enhanced transparency and engagement can improve accountability of resource rich infrastructure sector.

How does your idea/project engage local, regional or national governments as a means of increasing citizen engagement and/or government responsiveness? :

RRCMP encourages local and provincial government official engagement through community forums, dissemination workshops, mobile phones and online portal. Government responsiveness will improve owing to information provision, taking stern actions against non-complying contractors & officials, and participate in community forums. Local elected officials will also be invited in community gatherings and make access to online portal for bringing community engagement into road governance

How does your idea/concept engage with gender equality and/or the rights of disadvantaged groups? :

Women and youth will be trained in road monitoring, RTI and social audit. This is embedded that community monitors engage women in auditing of completed roads and train on use of RTI in seeking information on road contracts. Similarly, youth will be taken in role of community monitors as they are literate, educated and active lead the monitoring process.

iBudgIT: Inclusive citizenry

Idea will utilize existing means of citizen engagement in a newly installed LG system in KP through formal and KIOSK consultations to prioritize local needs and inform on budgets, expenditures ensuring inclusive governance.

Weak citizen participation in planning and budgeting processes has badly affected the development outcomes. Executive prioritize what is perceived as more lucrative to gaining personal benefits. Infrastructure attracts more investment than education and health. Inclusive budgeting enabled by ICTs can help integrate citizen aspirations into planning and budgeting, will increase benefits manifold and improve trust over public services. Technology has proven to be a trigger to participation.

Describe the problem that your idea/project wants to address. :

OBI 2015 reveals declining budget transparency indicating weaker citizen participation, poor monitoring and institutional oversight. Owing to these, inefficient and unjust resource allocation at lower levels of administration severely affects service delivery outcomes. KP province has recently enacted an inclusive local government system leveraging space for citizen inclusion at all levels. So, this will pilot ICTs enabled participation in budgetary processes.

How does your idea/project engage local, regional or national governments as a means of increasing citizen engagement and/or government responsiveness? :

Idea will facilitate extensive engagement of NC/VC and tehsile administration through formal and KIOSK consultations. Dashboard will provide critical information to the decision makers on key local priorities. Information to local villagers on project performance will also enhance government responsiveness and increase participation in local governance. All of NC/VC administration and registered villagers will receive information through SMS, by visiting KIOSK and e-dashboard.

How does your idea/concept engage with gender equality and/or the rights of disadvantaged groups? :

Gender equality and inclusion of marginalized groups will be ensured through integration of their considerations in all budgeting & planning aspects and phases. At VC/NC level, separate Kiosks will be established for men and women. They will also give access to budget and expenditure information and inform status of their priorities.

Sub-theme question: How can local authorities utilize innovative technology and approaches to deliver more efficient services to citizens?

 

The proposed project will utilize innovative technology in the form of map and mobile application called BebasSampah.id (BSID), which make the performance of waste-service visible to various stakeholders as well as the online platform for collaborative transparency between local government and citizen.

Describe the problem that your idea/project wants to address. :

Many big cities in Indonesia are suffering from severe problem caused by disorderly Municipal Solid Waste (MSW) handling. In addition to the low capacity of local government in providing necessary infrastructure needed, the service also suffer by weak accountability stem from weak transparency as well as weak citizen participation. Citizen lack of access to key information that needed to hold government accountable, or to play more proactive role.

How does your idea/project engage local, regional or national governments as a means of increasing citizen engagement and/or government responsiveness? :

The information collaboratively share through BSID portal/application will enable citizen to closely monitor the local government waste service performance, that in turn will incentivizing government responsiveness. This collaborative transparency also will incentivizing citizen to play a more proactive role and significant contribution especialy in the minimazing waste in the community (zero waste approach).

How does your idea/concept engage with gender equality and/or the rights of disadvantaged groups? :

We use SMS Gateway to enable citizen such as women and disadvantaged groups that don’t have ability to access online technology, to actively participate in this online platform. As women are a main actor in waste-system, we also use community facilitator that take a role as a bridging and use affirmatif action for those groups to encourage their participation.

How can we strengthen the role of citizen participation in planning and budgeting to ensure inclusive and participatory governance?

Through the seven-staged process, PB is a model that seeks to organize and amplify citizens' voices to come up with development priorities in their localities and advocate for the inclusion of these priorities in the county budgets. It also involves the citizens in social auditing of projects by county governments thus promoting transparency and accountability.

Describe the problem that your idea/project wants to address. :

Even with the new Kenya constitution (2010) providing for active citizen participation in various governance processes, this has not been meaningfully achieved according to various sources. The newly created county governments use non participatory means of consultations to get citizens views that lack any form of feedback mechanisms. Access to information on budgetary matters by citizens especially within counties is also a problematic. Most counties lack policies/laws that guide participation.

How does your idea/project engage local, regional or national governments as a means of increasing citizen engagement and/or government responsiveness? :

Through the model, citizens get to identify and prioritize the development needs in their localities and present them to county officials for inclusion in specific financial year budgets.

The project will also engage directly with the National Executive and legislative arms of government in dissemination information on budgets, expenditures and audits to the citizens of counties involved. This in particular involves information that county governments withhold for various reasons.

How does your idea/concept engage with gender equality and/or the rights of disadvantaged groups? :

Provision for inclusion of historically marginalized groups has been incorporated in the project design through; accessibility of information - not relying heavily on the written that necessitates particular levels of education and physical ability; hosting separate citizens assemblies for particular marginalized groups; taking cognizance of the distorted voice of dominant groups and facilitating consensus building processes as a default to solving contentious issues when they are raised.

Crowd sourcing to improve electricity reliability

By empowering Indonesian citizens who lack reliable electricity to report data on their electricity supply, and then aggregating that information to be public and transparent, governments and utilities will be compelled to provide better services.

This project harnesses innovative technology to raise awareness among local officials about the need to improve electricity delivery (sub-theme question 1). Local officials in Indonesia do not have accurate data on electricity delivery and citizens only can provide anecdotal evidence. With more complete, transparent and public information, citizens will have the information they need to demand better service and local authorities can better hold electric service providers accountable.

Describe the problem that your idea/project wants to address. :

250 million Indonesians face frequent blackouts. Since the electricity provided is so unreliable, citizens turn to expensive, polluting diesel generators. This type of electricity also harms livelihoods since many citizens operate informal home-based businesses that cannot afford such costly investments. Although electricity supply was decentralized it remains centralized in practice due to a lack of capacity of local authorities to administer energy services and monitor service quality.

How does your idea/project engage local, regional or national governments as a means of increasing citizen engagement and/or government responsiveness? :

Because the electricity data provided by citizens would be publicly available, all stakeholders, including citizens and local authorities would be encouraged to use it. Citizens can use it to demand improved services and increased accountability by electricity service providers. For example, data collected on supply quality can be compared to performance standards set by regulators or supply in different regions can be compared to identify which marginalized communities are most affected.

How does your idea/concept engage with gender equality and/or the rights of disadvantaged groups? :

The project is designed to empower disadvantaged communities that lack electricity. Special outreach will be conducted to engage and empower women’s groups by building their understanding on how improved supply and efficient use of electricity can bring positive benefits to their families. Women will be important voices for raising awareness around the electricity data and advocating for improved electricity supply within their communities.

Project to be implemented will answer question on how access to information on devolution can be improved to increase citizen awareness& government responsiveness.Citizens will use a website to access data on budget &spending.County officials will be trained to access & resolve customer complaints.County heads e.g.governors will access statistics of best & worst performing departments &know how to demand for faster services.SMS reminders will be sent to citizens to attend budget planning forums.

Describe the problem that your idea/project wants to address. :

1. The devolvement from local authority to adoption of county governments in Kenya has a major fallback in allocation of revenue and spending. E.g. hospital curtains worth USD 74,000 in Meru County.

2. Citizens are not actively involved in decision making processes especially during budget planning. A majority of them do not know how much revenue their county has collected and spent.

3. Citizens do not have an avenue to air grievances when they pay for a service and it is not delivered to them.

How does your idea/project engage local, regional or national governments as a means of increasing citizen engagement and/or government responsiveness? :

1.Engaging counties e.g Kiambu to provide figures of collected revenue & spending then making the data public for citizens assessment.

2.Train county customer care representatives on using the platform & responding to complaints.

3.Train officials e.g. governor to assess statistics of speed of service delivery by departments.

4.Working with counties e,g Kiambu to access contacts collected using system @iLabAfrica has implemented & alerting citizens via SMS to attend forums e.g. budget planning.

How does your idea/concept engage with gender equality and/or the rights of disadvantaged groups? :

To ensure success of this project, we shall highly involve the community. Through the revenue collection system @iLabAfrica has implemented in Taita Taveta and Kiambu counties, we have a database of contacts of various self-help groups comprising of women and disadvantaged members from the community. Project champions will be selected and trained to sensitize their communities on using the various tools to air grievances and why they should take part in forums e.g. county budget preparation.

MOPA – Monitoria Participativa Maputo

A waste removal platform that locates waste through citizen engagement and allows the municipality to contract its removal. This mobile and web-based platform empowers micro-enterprises to locate and retrieve waste through open source data.

Which sub-theme question will you be answering and how? Refer to manual for the sub-theme questions :

MOPA makes efficient service delivery by the Maputo municipal government possible by using innovative technology. The platform allows citizens to request waste management services at specific locations. The data is displayed on an open-source map and relayed to the City Council of Maputo (CCM), which retains local microenterprises to collect the waste. MOPA is powered by USSD and voice-recognition technology, which allows users with both simple mobile devices and smartphones to use the service.

Describe the problem that your idea/project wants to address. :

CCM has identified solid waste management (SWM) as a major health issue and flood risk. Lack of SWM leads to malaria and cholera outbreaks caused by stagnant water and heightens the risk of severe flooding during the rainy season. Low investment and capacity has limited CCM’s ability to initiate an effective SWM program or engage the private sector to do so. Private waste collection initiatives are unable to locate and collect waste, especially in low-income areas with poor infrastructure.

How does your idea/project engage local, regional or national governments as a means of increasing citizen engagement and/or government responsiveness? :

This project is a platform through which citizens can request services directly from the municipal government using mobile phones. Collected data is sent to CCM, which then relays the information to private waste collection companies. MOPA allows marginalized households in low-income areas to request services that are not regularly provided to them. The fulfilment of these services will, in the future, justify tax collection by CCM, making the program financially sustainable.

How does your idea/concept engage with gender equality and/or the rights of disadvantaged groups? :

The MOPA platform serves households that are not easily accessible by vehicles and do not have the resources to pay for waste removal. The pilot project has focused on 4 underserved bairros, but MOPA is now poised to expand throughout Maputo and reach more communities. The effective SWM that MOPA enables will improve the health of these communities, improve drainage systems to reduce flooding and allow underprivileged citizens to engage with their elected government.

How can we improve access to information on devolution so that we can increase citizen awareness and government responsiveness to citizens needs?

The project will pick 4 bio sanitation facilities in the slums of Nairobi where women will operate a menu of ICT choices (online mapping, mobile telephony, podcasts, community based FM radio stations, online portals) to coalate, and analyse Geo-referenced information in respect to the setting of priorities, county government budgeting and social audit

The constitution delegates the responsibility of service delivery to the county government and outlines the need to have the marginalized communities and groups participate in county government decision making process. In the people’s settlements women, youth, children and people with disability are ignored in these processes and activities that prioritizes projects that need to address their individual problems like, sanitation, health, water and infrastructure

How does your idea/project engage local, regional or national governments as a means of increasing citizen engagement and/or government responsiveness? :

1. Through the e-government platforms women will be trained to interact, contribute and communicate issues emerging from the community.

2. The issues prioritized through the ICT centers will be presented to the ward development committees for resource allocation.

3. On legislative processes they will target the Members of County Assembly (MCA) to present views on policy processes.

4. The voice champions will also collect views of the public and petition MCAs on misuse of public resources.

How does your idea/concept engage with gender equality and/or the rights of disadvantaged groups? :

The project will enhance democracy and women participation through electronic connectivity to gather information on public service delivery, budgeting, planning and implementation of development projects in line with gender concerns. The women will also use their mobile phones to interrogate projects that don't meet gender balance thresholds as stipulated in the constitution. The ultimate goal is to ensure the marginalized groups are included as equal members spaces of leadership and governance.
