My Gov, My Part (My Government, My Partnership)

If you chose 'Global' - explain how this solution would benefit a Making All Voices Count country.: The aim of the project is global, with the use of free mobile application as a tool for raising public participation on good governance thus increasing the government’s accountability and transparency. Pilot testing could be done in the Philippines

Innovative idea / concept & how does it promote transparency and accountability?: MyGOV innovates as a hub empowered by social media and the national government as its physical counterpart in promoting good governance. Anyone has ranks depending on their participation and an active participant can literally be President through incentive system. Users will merit points and every winning solution passed will give user huge points that will increase their rank in MyGov community. Ranks range from Citizen to President level. Monetary rewards will be given to winning users. To increase transparency, it has a feature that allows citizens to read feeds on Education, Health, Safety, Jobs Opportunities and Budgets and each of these categories has DOWNLOADS side panel where all related documents can be searched. Citizens may also request for a content that they want posted. The built in report tool increases accountability. Anyone can shoot a problem and post it together with the details. Citizens may choose to publish it locally & even up to the global feeds.

What does your government engagement strategy entail?: MyGOV, My Part will propose a research base analytics to rate governments compliance on transparency and accountability based on their responses to the citizen’s request and more on their proactive participation in providing government related information even without the citizen’s requests. Then we can also provide “open data” results where citizens and governments can compare performances with each other.

Your idea/concepts’ effect on gender equality, disadvantaged groups and/or grassroots? : MyGOV encourages participation from all walks of life, including male and female. Youth are allowed to participate believing that they should be involved early in producing solutions with their creative minds. For rural areas, very minimal orientation is necessary because most people use mobile devices already and since it will be user friendly, it would be easy for the grassroots as well. Almost everyone now uses mobile phone and internet connectivity is almost everywhere for us to use this.

Why should YOU win?: We deserve to win because we propose an app to create a community solutions, with government and citizen participation through transparency, access to information and providing solutions. We are a community eCenter that bridge the digital divide as well as participatory governance.

Time to address problems & make it a contest. Winners win money & points to rank government positions inside the eGovernment. Governments will be engaged to participate as our "open data" allows us to view standing on transparency & accountability.

  3. please check out KYALO, (currently 12th) just so if the name of our app sounds unfamiliar, the word KYALO is the word from a local dialect which means VILLAGE, and it came about because we believe that all communities (villages) should actively engage in key issues in their communities , region and the country as well, this way leader are more involved with their community issues, its inclusive for journalists, freelancer, but mainly promotes citizen journalism

I think this idea of MyGOV, MyPart is really great that it covers almost every aspect of what the Open Government stated.. and it is not limited to 1 or 2 issues alone.. you can post as many problems or concerns on the problem feeds and you'll get as many solutions possible through the contest! Citizens have engagement and Governments will surely participate because of the RATINGS they will post as OPEN DATA, so there will be comparisons! smart moves!

Thanks Mr. John Evan for the YouTube link it was very helpful for me to visualize your concept.. very nice, it was very useful as a Mobile app to have as many features like that.. so having that free app makes me feel like I always have Government control---"sort of". The middle and upper class users will totally dig this but how will this program reach the lower class citizens since this is all about MAKING ALL VOICES COUNT? aside from it being FREE? but overall i think this project is huge and spot on! congratulations and good luck!

  9. Yes thank you sir for being interested and for asking. We really thought of that concern so aside from it being free, we think majority of mobile users even in rural areas have smartphone capabilities, like here in the Philippines we are also surprised to see that they have these moderately advance smartphones already, and if not we made sure that MULTIPLE USERS can use a single device by logging in as a different user. So 1 to 2 smartphones are enough in a community i think at the very least. Having the tools and representing yourself as a citizen who participates is the only thing that matters. It will already empower as many people as possible. I hope that answers your question sir. I would encourage others to ask more.

    Our project promotes citizen's engagement in every situation. Everyone were encourage to become a concerned citizen and partner of the government. Because one's participation make him/her level up in his/her own right through participation in governance then we are able to solicit more problem solutions thus helping our government to be more transparent and effective. We propose this to be pilot tested in the Philippines for we already have the full disclosure financial tranparency policy in the government, where the budget and spending were posted by the different agencies for everyone to know. However, we still lack citizens engagement and that is what we propose to enhance.

The project is indeed an innovative and most high-tech way of soliciting other stakeholders' perceived societal problems (gone those days that the government and its executive officials alone decide on state affairs). If this ideas wins, it will surely provide the people down to the grassroots the opportunity to be part of the decision making through voicing out their proposed alternative solutions to the problem; like what they says " the people who experienced that problem can better identify the possible solution to the problem" . This application is a move towards that direction. By harnessing the power of technology, we are given a powerful tool to directly engage with our government of the day, intervene in policy making and provide support or criticism if need be. Our inspiration rooted from our desire to change the culture of governance, not only in the Philippins but also to those countries who are deeply affected by poor leadership/governance. We thought of deciding and choosing the features for which we deemed necessary if we are the citizen who are experiencing those pressing problems at first hand. We put a lot of consideration on the users of this application. What do we really need to have in an application. What are the related features that the users may look for if they want to see government transparency and accountability? How do we keep both the citizens and the governments consistently engaged in participating or contributing? We do not want the users to feel limits in this mobile app so we tried to look at every sides of this application so as they won't need to use other applications just for additional feature that is lacking. This application aims to provide a holistic approach in solving problems. Our goal for the near future is to mold a community that is more "SOLUTION ORIENTED" rather than "problem afflicted" We are trying to make problem solving more enjoyable and engaging rather than depressing.     Greetings once again! I would like to speak to you about a deployable component of my Innovation called: PERFORMANCE SCORECARD. The IDEA that I had submitted into this competition is called: BUSINESS-DRIVEN PMO ROLL-OUT PROGRAM FOR ALL MDAs (Ministries, Departments and Agencies). In ONE PHRASE, my Innovation aims at restructuring or reforming the public sectors in developing nations globally (though Africa is my primary focus) to deliver REAL RESULTS to the people by successfully executing developmental projects and programs on-time, within-budget, of-high-quality, and to-specifications at all times. So quickly, your mind is taken to the issue of performance, right? CORRECT! By reforming the public sectors with my Innovation, measures are taken to enforce good performances of all public office holders. Here is how it will be implemented in my Innovation. At his/her inauguration or swearing in into office ceremony, a detailed time-bound developmental programs’ PERFOMANCE SCORECARD to be executed during his/her tenure of office as President is prepared and nicely printed in a DIARY STYLE format. The President will be made to sign five (5) original copies of this SCORECARD DIARY during his/her swearing in into office ceremony as part of activities where he/she will be made to take an OATH to abide by and to successfully deliver the RESULTS set-forth in his/her SCORECARD DIARY. He/She will keep a copy, a copy is formally passed to his/her Vice President (or Premier Minister), another copy is passed to the Senior Minister of his/her Cabinet (could be the Chief of Staff or the Finance Minister) to be strictly followed through by all Ministers and Other Government Appointees as it pertains to each one of them and their respective offices, a fourth copy is passed to the Speaker of Parliament for follow-through by the Houses and to be used to CHECK and/or to UNCHECK the REGIME through strict non-partisan appraisal processes of the President’s performance each year, and the firth copy (i.e. the Citizens’ copy) will be handed over to the highest Court of the Land (preferably the Supreme Court) for safe-keeping for and on behalf of the citizenry. Duplicate copies must be made available to everyone on-demand (i.e. MMDAs, Civil Society Groups, NGOs, Development Partners, Media, Policy ThinkTanks, Libraries, Campuses, Political Parties, Development Activists, Students, Country’s Missions Abroad, Embassies, etc...) – and the ONLINE version available for access by all and sundry. At the Presidency, the President in turn takes measures to sign performance scorecards with his/her appointees such as Ministers, Governors, Ambassadors, etc.. – in the same way, the Government Appointees (e.g. a Minister) must endeavour to sign performance scorecards with his/her team members at the Ministry (i.e. the public servants, the consultants, and aides). The RULE for everyone will be this: “IF you perform so well and deliver expected RESULTS, you keep your post or get promoted – otherwise, you get kicked out” and it is as simple as that. Every year or every half-year, appraisals are carried out on all appointed and elected Public Officials including the President. Parliament shall be mandated to kick the ass of the non-performing President at any point in time during his/her tenure of office and through voluntary resignation or through impeachment. Each year ending (or beginning), during the State of the Nation Address from the President to the people which is usually delivered in Parliament, the House takes measures to CHECK and UNCHECK the President’s performance over the year under review, warn him/her for abysmal performance (if any) – transparently announce the SCORE of the President to the people –and when the total points scored on performance is below the SET acceptable level, the President must be asked to willingly leave office or be forced to do so through impeachment with the full accentuation of the Supreme Court for and on behalf of the citizenry. The Presidency will also be able to appropriately RESHUFFLE Cabinet Teams and Other Appointees to ensure RESULTS are delivered on the dot every time. So, that is it! NOW, you and I, lets join our VOTES together in our quest to win the ultimate prize, and to successfully roll-out my Innovation. I would like to work with you on this. My Innovation is highly indispensable to deliver needed RESULTS at all times in the public sectors of all developing nations and to accelerate growth. Let’s do it, OK?! There is this wise saying which I picked from an American Entrepreneurial ICON John Doerr. He said this: “IDEAS are easy – EXECUTION is everything – and it takes a TEAM to win!” I perfectly agree with him. Let’s go clinch the ULTIMATE PRIZE in this competition using my Innovation! In the world of PROACTIVENESS which I LOVE SO MUCH, NDPC can have various PERFORMANCE SCORECARD DIARIES ready several years ahead of time for various upcoming REGIMES so that whoever is vying for the Presidency is well vested ahead of time where the country will be moving towards during his/her tenure of office – the prospective REGIME then proceeds to mobilize the right TEAM for the tasks ahead. AND also especially, so that the pendulum does not get swapped back and forth anyhow whenever there is a REGIME change (the so-called New Leader New Rules must never exist again – it must always be the National Direction). NEVER again would the Politician play with the lives of the people. Isn’t that what Governing is really and all about?

  24. Transparency in the government is indeed a great idea for the government workforce to gain trust. I still believe that not everyone in the government is corrupt just like what is being seen on TV and in the news.     1. Report an incident/problem/service

    2. Make a contest to answer a proven valid problem

    3. Join a contest and win monetary reward

    4. Win a contest and increase your rank inside the eGovernment

    5. Browse government feeds/news

    6. Search for relevant Government documents (Budgets/Forms)

    7. Request for Government Documents (Budgets/Forms)

    8. Escalate an issue to the Global feeds to attract global action if National level can't handle alone.

    9. Share an issue using the social media buttons

    10. Add a solution to any posted Problem and gain points used for ranking

    11. View your Government's standing and compare performances on transparency and accountability using the MyGov Statistics. Which Gov interacts more to citizens, who implements winning solutions the fastest, who provides Gov data regularly without requests, who's the fastest Gov to post requested Documents and who failed to post any requested Gov documents?

    These are some of the functions we intend the app to do, we are open to develop as necessary.

  55. We are very proud to say that before we only aimed to coincide within the 3 campaigns: Budget Transparency, Access to information and Citizen engagement, but now we can also provide the Asset Disclosure inside our Documents tab. All in all, we fit in all 4 campaigns. Thanks!!!

    To everyone who took time to read and consider voting for My Gov, My Part thank you very much. Though we are already practicing the full disclosure policy in the Philippines we hope that the citizens who be able to participate more in transparency in relation to budget, expenditure, plans and programs. We also hope that a free mobile application that we propose would be useful for the citizens to bring out their suggestions, comments or reports about the programs or projects of the government from the local government unit up to the executive department. This way, we could minimize if not eradicate at once red tape, corruption and create a better governance which will be participatory.
